PE Exam and License for International Engineers: U.S. Requirements and Pathways

Internationally educated engineers can pursue a Professional Engineer (P.E.) license in the United States, but there is no single national application or universal foreign-degree pathway. Each state or territory licenses engineers under its own law.
NCEES develops and administers the FE and PE exams, provides credentials evaluations, and maintains records. The state licensing board decides whether your education, experience, exams, references, and other qualifications satisfy that jurisdiction's requirements.
That distinction should guide every step: choose the jurisdiction first, verify its rules, and use NCEES services only in the way that board accepts.
The short answer
The commonly accepted U.S. pathway includes:
- Education that satisfies the target licensing board
- An acceptable result on the Fundamentals of Engineering (FE) exam
- Acceptable, progressive, and verifiable engineering experience
- An acceptable result on the Principles and Practice of Engineering (PE) exam
Completion of the board's application, references, fees, and any jurisdiction-specific requirements
For many internationally educated applicants, the additional step is a credentials evaluation. But do not purchase one before asking the target board which evaluation service and report it accepts.
Some jurisdictions offer alternative routes, waivers, or mutual-recognition procedures. Those are exceptions controlled by the individual board—not a nationwide entitlement.
First, separate the PE exam from the license
Passing the FE or PE exam is not the same as receiving a license.

NCEES states that there is no single license that authorizes engineering practice across state lines. If you later apply in another jurisdiction, that board evaluates the comity or endorsement application under its own rules.
A jurisdiction-first pathway
Step 1: Choose the board where you intend to practice
Start with the jurisdiction where you live, work, or expect to offer engineering services. Use the NCEES Member Licensing Board Directory to find the official board website.
Ask the board, preferably in writing:
- Does my degree require an evaluation?
- Which evaluation services do you accept?
- Must the evaluation be completed before FE registration, PE registration, or final licensure?
- How does the board treat experience earned outside the United States?
- Who may verify my experience?
- Who may serve as a professional reference?
- Must I pass a state law, ethics, or seismic/surveying examination?
- Does the board permit the PE exam before the experience requirement is complete?
- Are there residency, identification, Social Security number, language, or other administrative requirements?
Do not select a jurisdiction only because an online forum calls it “easy.” A license is issued for practice in that jurisdiction, and a later application elsewhere is not automatically approved.
Step 2: Verify your program's accreditation status at graduation
NCEES says an evaluation is not needed through its service when the degree program was accredited by the Engineering Accreditation Commission of ABET at the time of graduation. ABET accredits programs outside the United States as well as domestic programs.
Search by institution and program in the official ABET Accredited Program Search. Verify:
- The exact institution
- The exact program name
- The degree level
- The accreditation commission, especially EAC versus ETAC
- The accreditation dates covering your graduation
Institutional reputation is not the same as program accreditation. A university may have one accredited program and another that is not accredited.
Step 3: Determine whether a credentials evaluation is required
Most applicants are referred to NCEES Credentials Evaluations by a state board. NCEES advises candidates who are unsure to contact the board before beginning.
The NCEES Credentials Evaluations service generally evaluates:
- A non-EAC/ABET-accredited bachelor's degree in engineering from outside the United States
- Certain non-EAC/ABET degrees in engineering, engineering technology, related science, or mathematics when coupled with a master's degree or doctorate in engineering
- Other programs only when an NCEES member board specifically requests the evaluation
NCEES evaluates education against the NCEES Engineering Education Standard. It explicitly states that it does not determine substantial equivalence to an EAC/ABET-accredited program.
Your target board may accept NCEES only, may accept another evaluator, or may recognize certain accredited programs or agreements without an evaluation. Board rules control.
What the NCEES credentials evaluation reviews
As of August 30, 2026, the published NCEES Engineering Education Standard requires the following for applicants with engineering degrees from programs not accredited by EAC/ABET:

NCEES considers applicable bachelor's, master's, and doctoral coursework when evaluating satisfaction of the standard. The detailed criteria include limits and classifications that matter; for example, engineering technology courses are not counted toward the engineering-topic requirement under the published standard.
These figures describe the NCEES evaluation standard. They are not a complete statement of any state's licensure law, and a board decides what to do with the report.
Documents required for an NCEES evaluation
The current NCEES Credentials Evaluation FAQ lists:
- An official academic transcript from every institution attended
- An official diploma or certificate of graduation
- Official course descriptions for all college-level courses
- Certified English translations when official documents are not in English
NCEES uses course descriptions to evaluate content and credit structure. Transcripts alone may not show enough detail.
Applicants submit documentation before purchasing the evaluation. Once all required documents are received and verified, the purchase option becomes available in MyNCEES.
NCEES lists a $400 evaluation fee and says an evaluation is typically completed within 15 business days after purchase. Document collection and verification happen before purchase and may take longer, especially when multiple universities or translations are involved. Recheck the current fee and timing before relying on them.
What happens if the evaluation identifies deficiencies?
The report includes whether the NCEES Engineering Education Standard was met and identifies deficient areas. A deficiency is not something a blog or preparation provider can adjudicate.
Send the report to the target board and ask:
- Whether the deficiency prevents FE registration, PE registration, or licensure
- Whether additional coursework is permitted
- Which institution, course level, subject, and credit format are acceptable
- Whether graduate coursework already completed can be considered
- How the corrective coursework must be documented
Do not enroll in random courses before receiving board guidance. A course that appears relevant may not satisfy the evaluator's classification or the board's rule.
FE exam eligibility for foreign-educated engineers
The FE exam is generally the first NCEES examination in the licensure process, but eligibility is determined by the licensing board or foreign entity selected during registration.
The May 2026 NCEES Examinee Guide tells candidates to review their board's approval and registration process before registering. Some boards permit direct NCEES registration; others require a board application and approval first.
Therefore, do not assume that:
- Every foreign degree must be evaluated before taking the FE exam
- Passing the FE exam means the board has approved your education
- An FE result from one registration jurisdiction automatically satisfies every later license application
Confirm the sequence with the board before paying exam or evaluation fees.
Engineering experience earned outside the United States
Foreign experience is not treated under one national rule. Boards may evaluate:
- Whether the work was engineering in nature
- Whether responsibility increased over time
- Whether the work is relevant to the discipline of application
- Who supervised or can verify the work
- Whether the verifier must be a licensed P.E.
- Whether U.S. codes, standards, or laws were involved
- Whether a portion of the experience must be earned in the United States
- How education affects the number of required experience years
The commonly accepted path described by NCEES uses four years of acceptable experience, but many states provide additional paths and different requirements.
Do not generalize a rule from one board. For example, Texas states that foreign experience may be claimed but applies a Texas-specific requirement involving at least two years in the United States or working with U.S. design codes and standards. That is evidence of state variation—not a nationwide rule.
Maintain a detailed experience record containing:
- Employer and location
- Dates and hours or employment status
- Project purpose and your specific tasks
- Engineering decisions and calculations you performed
- Codes and standards applied
- Level of responsibility and progression
- Supervisor and verifier contact information
- Whether the verifier held a professional license and where
Describe your own engineering work, not only the project or company.
Professional references and verifiers
Reference rules also vary. Some boards require licensed P.E. references; others distinguish character references, professional references, and experience verification.
Before requesting references, confirm:
- Required number of references
- Required license status and jurisdiction
- Whether the reference must have direct knowledge of your work
- Whether a non-U.S. license is acceptable
- Whether the board permits an alternative when foreign work was not supervised by a U.S. P.E.
Do not ask someone to attest to work they cannot truthfully verify. If your prior supervisor is abroad or not a U.S. P.E., ask the board what documentation or alternative verifier it accepts.
PE exam eligibility and decoupling
Traditionally, candidates completed the required experience before taking the PE exam. Some jurisdictions have “decoupled” exam timing from experience, allowing eligible candidates to take the PE exam earlier and complete experience before licensure.
This is board-specific. Taking the PE exam early does not waive the experience requirement and does not guarantee that another board will approve the eventual license application.
Use the official NCEES PE exam page to select the intended board and read its current authorization process. If the board requires preapproval, obtain it before registering.
The final license application
After the required education, exams, and experience are complete, the board may still require:
- A formal application and fee
- Education and exam verification
- Detailed experience records
- Professional references
- A state law or ethics examination
- Background disclosures or checks
- Identification, residency, or administrative documentation
- Board review and approval
Passing the PE exam is one component of licensure. Do not use the P.E. title or offer regulated engineering services until the board has issued the license and you understand the jurisdiction's practice rules.
How much state rules can differ
These official examples show why applicants must avoid nationwide generalizations:

Washington Accord degrees: useful, but not automatic licensure
The Washington Accord recognizes the substantial equivalence of accredited professional engineering education programs among participating signatories. Recognition depends on the program, accrediting body, and graduation period—not merely the country where the school is located.
Washington Accord recognition does not create a nationwide U.S. licensure waiver. Some boards, such as Maine, expressly recognize qualifying Washington Accord programs for their education requirement; other boards may require a separate evaluation or apply different rules.
Verify the program's status at the time of graduation and ask the target board how it treats that status.
UK Chartered Engineer mutual-recognition pathway
NCEES currently publishes a U.S.–U.K. Mutual Recognition Agreement pathway for applicants who hold both:
- Chartered Engineer (CEng) status
- IntPE status in good standing on the U.K. International Register for Professional Engineers
The process applies only through participating NCEES member boards listed on the current NCEES International Professionals page. Under that published pathway, FE and PE exams are waived, but the applicant must create an NCEES Record, satisfy the MRA record requirements, transmit the record, and complete the chosen board's application and jurisdictional procedures.
Holding a foreign engineering title without the specified CEng and IntPE statuses does not automatically qualify an applicant for this MRA.
Can you take an NCEES exam outside the United States?
Sometimes. NCEES has agreements with specific foreign entities to administer particular exams. Availability, approval steps, exam types, and locations vary by entity and country.
The current Examinee Guide states that examinees may sit at approved centers in Canada, the United States, or U.S. territories. Applicants approved through another international entity generally must test at an approved center in that entity's country.
Use the international entity listed on the NCEES International Professionals page and confirm the exact exam offering before registering. Taking an exam outside the United States does not itself produce a U.S. license.
NCEES Record, comity, and the International Registry
These services are frequently confused:
- An NCEES Record stores verified education, exams, experience, references, and license information. Some boards accept it for initial licensure; many use it primarily for later comity applications.
- Comity or endorsement is a new license application to another U.S. jurisdiction after initial licensure. It is not automatic reciprocity.
- The NCEES International Registry for Professional Engineers is for engineers already licensed in the United States who seek recognition in participating countries. Its seven-year experience requirement is not the general experience requirement for becoming licensed in the United States.
This last distinction corrects a common error: the International Registry is primarily an outward-mobility credential for existing U.S. P.E.s, not the standard entry pathway for a foreign-educated engineer seeking a first U.S. license.
Licensure and U.S. work authorization are separate
A P.E. license is a professional authorization issued under state law. It does not by itself grant immigration status or permission to work in the United States.
The U.S. Citizenship and Immigration Services explains that employers must verify employment authorization for employees. Immigration status and work authorization questions should be handled through official USCIS information or qualified immigration counsel, separately from the engineering-board application.
Similarly, do not assume citizenship or permanent residence is a universal licensure requirement. Check the target board's current application rules for identification, residency, Social Security number, and related documentation.
A practical document checklist
Begin organizing documents before they become a deadline problem:
- Passport or government-issued identification matching the MyNCEES account name
- Diploma or graduation certificate
- Official transcripts from every postsecondary institution
- Official course descriptions, catalogs, or syllabi for all courses
- Certified literal English translations when required
- ABET or other accreditation evidence covering the graduation date
- Credential evaluation report and deficiency correspondence
- FE and PE result verifications
- Detailed chronological experience record
- Supervisor and verifier contact information
- Professional license information for references, when required
- State-specific forms, ethics or law exam results, and fees
Keep copies of what you submit, but follow instructions requiring universities, evaluators, employers, or references to send documents directly.
A dependency-based timeline
Avoid a fixed “six-month” or “one-year” promise. The pathway depends on document availability, board review, examination eligibility, experience, and application timing.
Use this sequence instead:
Board confirmation: Obtain current written guidance on education, evaluation, exams, experience, and references.
Document collection: Request transcripts, course descriptions, and translations. This is often the least predictable stage.
Evaluation, if required: Wait for documents to be verified, purchase the evaluation, and send the report to the board.
Eligibility resolution: Address deficiencies or board questions before paying for unrelated steps.
FE stage: Register only through a jurisdiction or entity for which you are eligible.
Experience stage: Build and document acceptable progressive experience under the board's rules.
PE stage: Obtain any required preapproval and complete the exam.
Licensure stage: Submit the final board application and satisfy remaining jurisdictional requirements.
Some steps may overlap when the board permits it. The board—not a generic timeline—controls the sequence.

Treating a passing exam result as a license
Education, experience, references, and state requirements still require approval.
Generalizing one state's rule
